【摘要】:ThistechnicalreportisintendedtoprovidebasicguidancefortheintroductionofimprovementsintheIECstandardsrelatedtoHVswitchgearandcontrolgear.Suchimprovementsarerequiredtoallowtheusersofswitchgeartobenefitfromallthepossibilitiesprovidedbyelectronicequipment.Alargenumberofso-callednon-conventionaldevicesarearisingorareexpectedtobeinstalledinthefuture.Thereisanurgentneedtostandardiseinterfacesandparticularlycommunicationprotocolswhichmaybeusedbythesedevicestoavoidconfusingsituationsandtoimprovetheinteroperabilityofsuchdevices.CommunicationisbeingconsideredbydifferentworkinggroupswithinSC17AandTC57.Thisreportshouldbetakenintoconsiderationbytheseworkinggroups.Today'stechnologyallowstheimplementationofall,orpartof,switchgearandcontrolgearassociatedauxiliaryequipmentbymeansofelectronicdevices.Thisreportintroducesnewclausesinordertocoverthesetechnologies.Italsodefinesthedifferentclassesoffunctionstobeensured,aswellastheassociatedboundaries,whichwill:·providetheuserwithaguaranteeofoperatingsecurity,independentlyofthechosentechnology.Thiswillrequire,ifthecaseoftransducersistakenasanexample,thepresenceofclausesconcerningaccuracy,responsetime,testability,etc.;·allowmanufacturerstoensuretherequiredfunctionsbymeansoftheirowntechniques,withoutbeingdependentuponwidespreadunofficialstandards:freechoicetouseornottouseopticalfibres,digitallinksortraditionallinks,communicationnetworks,etc.
